Robert Wagner's work with state and local legislative bodies has been
very effective in getting light pollution recognized and under control
in Kansas City, Missouri, USA. His most recent effort is participation
in the crafting of an innovative, progressive, and effective light
pollution law in Missouri. He has also worked with the EPA to
establish light pollution as a visibility impairment in Federal Class 1
area, including publishing a paper and creating a Google Earth overlay.

Christian K. Monrad
Vice President

Christian K. Monrad (PE) is the vice president of Monrad Engineering of
Tucson, Arizona, USA, and has over eighteen years of experience in
lighting design, specification, construction administration, and
compliance with various regional lighting ordinances. His projects have
included lighting systems for numerous schools, roadways and parking
facilities, as well as retail, aviation, industrial, institutional,
athletic, medical, and commercial applications throughout southern
Arizona. He is a U.S. Green Building Council LEED® Accredited
Professional, a former president of the Southern Arizona Section of the
Illuminating Engineering Society of North America, and a member of the
National Society of Professional Engineers.

Christopher W. Walker

Christopher W. Walker is an established real estate developer (Walker
and Company, Reston, Virginia) in the Washington, DC and northern
Virginia area, having completed many major projects there. He is an
experienced advocate of dark skies and quality lighting and has been an
activist for these issues and for astronomy on both local and national
stages. A long-time ally of IDA and its mission, Chris is also the
organization’s greatest fiscal supporter through his generous annual
and additional contributions.

Paul K. Ericson is an architectural lighting expert and vice president
of Syska Hennessy Group. He has more than 32 years of experience as a
lighting designer for new and renovation projects, including
commercial, government, and institutional projects. He also regularly
teaches lighting design and electrical engineering at the University of

J. Kelly Beatty is a senior contributing editor for Sky & Telescope
magazine. Specializing in planetary science and space exploration, he
enjoys writing for a wide spectrum of audiences—from children to
professional astronomers. His work has appeared in numerous other
publications, and his commentaries have aired on National Public Radio.
Kelly has been active in efforts to reduce light pollution for more
than 15 years. He served as a co-organizer of IDA’s highly successful
2002 Fall Meeting in Boston, USA and chairs the New England Light
Pollution Advisory Group.

James R. Benya

James R. Benya (PE, FIES, FIALD, LC) is principal of Benya Lighting
Design with offices in West Linn (greater Portland), Oregon. An
internationally recognized lighting designer, educator, and writer, Jim
has won more than 250 lighting design awards worldwide for his
residential and commercial projects. He is a fellow of the
International Association of Lighting Designers, a fellow of the
Illuminating Engineering Society of North America, a registered
professional engineer, a member of the Institute of Electrical and
Electronic Engineers, and is Lighting Certified by the National Council
on Qualifications for the Lighting Professions. Jim currently serves
as chairman of the Board of Fellows and member of the Technical Review
Council of IESNA. He also chairs the IDA/IESNA Joint Task Force for a
Model Lighting Ordinance. Jim holds a BSE in electrical engineering and
a BS (CCS) from the University of Michigan.

Nancy Clanton

Nancy Clanton (PE, LC, IALD) is an internationally renowned, award-winning
lighting designer and the president of Clanton Engineering in Boulder,
Colorado. Nancy has served on the board of directors of IESNA and IALD
and continues to serve on many committees. She has taught more than 250
lighting courses and seminars for the University of Colorado, IESNA,
AIA, IALD, ASID, and USGB. She received her BS degree in architectural
engineering from the University of Colorado.

Audrey Fischer

Audrey's dedication to children’s science education is equaled only by
her positive attitude. Her personal motivation for joining the IDA
Board is the goal of the retrieval of a starry night sky for the
benefit of children. She truly believes that astronomy and being "in
touch" with the stars can be a connective force among children around
the globe. She is a board member of the Chicago Astronomical Society
and a involved in numerous astronomical and conservation events around
Chicago, IL, USA. One of her current outreach campaigns is the creation
of a Boy Scouts of America light pollution badge.

Buell T. Jannuzi

Buell T. Jannuzi is an astronomer at Kitt Peak National Observatory. He
studied physics and astronomy at Harvard College and the University of
Arizona. Since joining the scientific staff of the National Optical
Astronomy Observatory in 1995, he has studied the formation and
evolution of structure in the universe using the telescopes of Kitt
Peak National Observatory and other ground-based observatories. He has
been active in the effort to protect dark skies as a member of the Pima
County and City of Tucson Outdoor Lighting Code Committee and the
American Astronomical Society's Committee on Light Pollution, Radio
Interference, and Space Debris.

Terry K. McGowan

Terry K. McGowan (EE, FIES, LC) heads his own consulting business,
Lighting Ideas, Inc., in Cleveland, Ohio. He is also the director of
engineering for the American Lighting Association, and until 2007, the
executive director of the Lighting Research Office for the Electric
Power Research Institute. Before retiring from GE Lighting in 1999, he
was the manager of the GE Lighting Institute, a worldwide applications
group at Nela Park in Cleveland, He is active in global lighting
applications and standards work as a division member of the
International Commission on Illumination. An early supporter and
lifetime member of IDA, Terry chairs the IDA Technical Task Force and
serves on the Education Task Force.

Dr. Mario Motta

A cardiologist and amateur astronomer, Dr. Motta studied the effects of
glare to better understand the impact of light pollution on vision. A
member of the Massachusetts Medical Society and elected member of the
American Medical Association's (AMA) Council on Science and Public
Health, Dr. Motta spent years encouraging members of the medical
community to recognize the negative effects of glare. In 2009, his
campaign bore fruit with the unanimous passage of AMA Resolution 516
officially supporting light pollution efforts and glare reduction
efforts. IDA is honored to admit this longtime ally and medical expert
to the Board of Directors. His presentation at the 2009 Annual General
Meeting, "The AMA Recognizes Light Pollution," is available on the
Annual Conference page.
Debra Norvil

A founding member of the expertly lit Village of Homer Glen, Illinois,
Ms. Norvil's strong credentials as a community developer and her
experience with lighting ordinances will be an asset to IDA. Having
worked on environmental programs for the International Year of
Astronomy and Earth Hour 2009, Ms. Norvil respects the value of
educational collaboration. She writes, "We must embrace our allies in
the environmental community and engage them in our campaign against
light pollution. The time is right to look to different avenues to
truly educate the populace on the detrimental impact of artificial
light at night. Education is always the key element to bring about any
meaningful change. One way to achieve this end is with the assistance
of the environmental groups."

Leo Smith

Leo Smith is president of Capital Ventures Group of Suffield,
Connecticut, U.S. He is a lifetime member of IDA and serves as the IDA
northeastern regional director and as the section leader for the state
of Connecticut. He is also a member of both the Illuminating
Engineering Society and the Standard Practice Subcommittee for Roadway
Lighting. He has served on the IDA/IESNA Joint Task Force, which is

Martin Morgan-Taylor

Martin Morgan-Taylor is a principal lecturer in law at the De Montfort
University School of Law, England. He is involved in the continuing
review of UK planning and environmental laws so as to include light
pollution. He also advises central and local government as well as the
UK Campaign for Dark Skies and the Society for Popular Astronomy. He
publishes and organizes conferences on light pollution and the law and
has recently carried out a UK survey into perceived nuisances caused by
artificial lighting.

Friedel Pas

Friedel has been fighting light pollution since 1990. In 1993, he
joined the workgroup Werkgroep Lichthinder, which founded and still
runs the pioneering lights out event, the Belgian Night of Darkness,
which enjoys over 62% participation from Belgian municipalities. In
2004, Friedel became president of Preventie Lichthinder, which set up
collaborations with the Belgian government and currently runs the
Belgian Night of Darkness. As current European Liaison, Friedel has
been invaluable in organizing and promoting IDA programs throughout
Europe, including the European Symposium. Friedel is the winner of the
2008 Hoag-Robinson Award.

Jean-François Simard
Jean-François Simard is the president and general manager of Lumec,
Inc. Lumec is an innovative outdoor lighting company with a commitment
to the environment and a long history of dark sky friendly fixture
design. Throughout his time at Lumec, Mr. Simard has guided development
and expansion of products that reduce light pollution, including the
creation of a photometric laboratory and designing the first optical
systems adapted to decorative street lighting. In an outreach to the
community, Lumec worked in conjunction with the Royal Astronomical
Society of Canada to develop a children’s book that teaches about the
importance of preserving the night sky. Mr. Simard won an IDA Executive
Director’s award in 2006.

Reginald R. Wilson

Reginald R. Wilson (FIES) is an international award-winning lighting
engineer and the principal of Lighting Analysis & Design in Sydney,
Australia. He is a member of the Illuminating Engineering Society of
Australia & New Zealand and the IESNA. Specializing in exterior
lighting for environmentally sensitive situations, Reg is a consultant
for the City of Sydney, the Australian National University’s Siding
Spring Observatory/Anglo-Australian Observatory near Coonabarabran, and
the Astronomical Society of Australia. He writes for major lighting
magazines in Australia and Singapore. As the head of the IDA
Asia-Pacific Office, he is active in promoting the formation of IDA
sections in the countries of this highly populated area of the world.
